Breeding for more substance was done with 3 Anglo-Norman stallions & the Hanoverian stallion Solon.  Polarstern had very good substance & yet had very good bred type and quaility.  Dampfross was a solid horse as was Templehuter & Pilger &  Ararad & Totilas and Paradox.

I would hate mandatory foal inspections.  We have a two horse trailer, and generally more than two foals (let alone mares).  I think such a requirement would be another added expense/difficulty/stress on the foals with limited benefit.

I agree with Ingrid! Foal inspections take you nowhere!
We have them over here and motions have been filed with the Verband to completely drop them. They are so VERY unreliable, as foal inspections completely rely on this one day in the life of a (mostly) growing youngster. I know hundrets of foals with outstanding foal scores that never ended near that "quality" as grown ups and vice versa. The scores are neat if you want to sell, but other than that, I usually do not pay attention to them.

And in a country like the US, who can realistically expect to see foals being shipped to inspections? As a breeder, I would never take the risk.
They are, BTW, not mandatory in Germany either. You don't have to have your foal inspected. And I think the procedure as the OLD in NA do, turning down foals that don't have a minimum score, is very dangerous, due to growth and development issues.
I usually stick to "look at a horse at 3 days, 3 months and 3years". Any other age just completely gives you a wrong picture.

Several registries in addition to the ISR Old conduct foal inspections.  The GOV does not give scores anymore because foals change so much.  It does award premiums to the better foals, but also comments when appropriate that maybe if seen on another day a foal would have gotten a premium.    But, it has moved away from labeling a foal with any number scores that it would carry with him forever.  They also pull the hairs for DNA testing at the inspection and provide the microchip for the foal.

The American Hanoverian Society, Westfalen, RPSI, Dutch, (and others) have foal inspections, too.

The Dutch Studbook and the AHS have voluntary foal inspections. If your mare has been inspected, and the stallion is approved by the registry, you send in the documentation and get the foal registered through the mail.

Oldenburg ISR and Oldenburg Verband require evaluating the mare and the offspring (no later than a yearling) in order to register the offspring. Note -- these two registeries have many sites all over this large country so it is doable to trailer to one.

RPSI will register the get from any approved European stallion if they can inspect the mare and the foal. They, like the two Oldenburg organizations, are growing quickly and have many inspection sites.

I don't think it is realistic for the ATA to have mandatory foal inspections.

Yes, its a logistical headache, that's for sure.  I'm helping a friend of mine who will have 4 babies and 4 mares to take to inspections this year and she has one 2-horse trailer!  She'll probably have to hire someone to move some of her horses. One of these pairs is going to the GOV inspection, but 3 pairs will go to the Hanoverian inspection.  The inspection site is about 1 1/2 to 2 hours away which isn't too bad.
