A breed question

Can you tell it's winter here?

A thread on CoTH got me thinking and wondering. A MO with 4 Russian Trakehners is looking for stallion suggestions.

In the general scheme of things, who directs the Breed standard breeding? Who determines if the breed is heading in the right, or wrong, direction? Who says 'oh, we're loosing our stamina, we direct mare owners to breed to Arabian stallions'? Or does this not happen? Or do Trakehner breeders always have the betterment of the breed/breed standards at the forefront of their minds when breeding? Or does the market decide what is wanted from the breed? Or does the Verband in Germany direct the ATA to do/not do.... things? Does the breed standard change over time?

What should be the number one priority as a breeder? To produce the best horse you can or the best Trakehner? (Which might be one that diversifies bloodlines as opposed to being bred for dressage, for example.)
