What has occurred in the last month? Change in feed? bedding? any vaccinations?
Vaccinations can often cause allergic reactions, and may not show up immediately. I've lost one mare to a "routine" vaccination, and had another reaction with allergies. I no longer routinely vaccinate, and do titers instead, vaccinating only when necessary--which is rare.
For any kind of allergies, boosting the immune system is key. Since most corn is sprayed, and GMO corn is mixed with open pollinated corn in the mill, I use products using organic corn, or no corn at all. Oats and barley don't seem to be a problem so far. I also used herbals to detoxify and worm my horses and keep their immune systems strong. I use (and distribure) Dynamite products, but there are other products as well. Another excellent product for immune system building is Transfer Factor. If you do a search on the web, you'll find a distributor.
My personal choice is also to avoid chemical wormers and fly sprays, since they could exacerbate any allergies.
You may also want to contact a homeopathic vet to see if they can take your horse's case and find a remedy that will resolve the problem.
